The research was conducted by an interagency group chaired by Family for Every Child and comprised of UNICEF, the Better Care Network, War Child Holland, USAID, the Child Protection in Crisis Network, World Vision, Women's Refugee Commission, International Rescue Committee, Save the Children, Retrack, Home: Child Recovery and Reintegration Network and Maestral International. The findings clarified that family reintegration is a process, not an event and outlined steps to reintegration, which should involve:
- Careful and participatory decision making about the suitability of family reintegration
- Preparing the child, family and community for reintegration
- Carefully planned reunification
- Extensive follow-up support
